Modern HR for
modern government.
SmartGov™ is a purpose-built HR and recruiting platform for cities, counties, and special districts. Civil service compliance, merit-based hiring, veterans preference, eligibility lists, and union rules — all in a modern system your team will actually enjoy using.
Purpose-Built for Government
Every feature your civil service rules demand — none of the legacy friction
Civil Service Exam Scheduling
Schedule, administer, and score civil service exams in-platform. Supports written, oral, performance, and physical agility exams with automated result processing and ranking.
Eligibility List Management
Merit-based eligibility lists with automatic ranking, expiration tracking, and rule-of-three (or rule-of-N) certification. Candidates can check their status through a public-facing portal.
Veterans Preference (Automatic)
Federal and state veterans preference rules applied automatically during scoring and ranking. Supports point additions, tie-breaking, and categorical preference with full audit trail.
Union Contract Rules Engine
Configure bargaining unit rules directly in the system — seniority-based layoff/recall lists, bumping rights, probation periods, and posting requirements. No more spreadsheets and side systems for union compliance.
Classification & Compensation
Manage job classifications, salary schedules, step increases, and comp plan structures. Tied directly to requisitions and postings — no disconnected spreadsheets.
AI-Assisted Job Descriptions
Generate plain-language, accessible job descriptions from classification specs. Automatically flags jargon, ensures ADA/WCAG-friendly language, and suggests inclusive phrasing.
Federal & State Reporting
EEO-4, VETS-100, and state-specific reports generated automatically. No more quarterly scrambles — data is always audit-ready.
Applicant Status Portal
Public-facing constituent portal where applicants track their status, view exam results, and check eligibility list position. Transparent, accessible, and mobile-friendly.
Layoff & Recall Lists
Seniority-based layoff and recall list management with bumping rights, re-employment preference, and notification workflows — built to match your MOU and civil service rules.

What does legacy HR technology cost your agency?
Your Agency
Savings assume 40% reduction in time-to-fill (modern automation vs. legacy) and 80% reduction in manual HR process hours (eligibility list management, exam scheduling, reporting). Vacancy cost uses SHRM's $4,000–$9,000/month per open position estimate.
Common Questions
Everything you need to know
Yes. SmartGov™ is designed for government procurement. We support cooperative purchasing agreements, piggyback contracts, and standard RFP/RFQ processes. We can also provide sole-source justification documentation for agencies with existing authority. Our pricing is structured for government budget cycles.
We provide a dedicated migration team that handles data extraction from NeoGov, including applicant history, eligibility lists, classification structures, and exam records. Most agencies are running in parallel within 4–6 weeks and fully migrated within 90 days. We've mapped NeoGov's data model so the transition is structured, not ad-hoc.
SmartGov™ is configurable to your specific charter, ordinance, and civil service commission rules. Rule-of-three, rule-of-five, banded scoring, veterans preference point systems, and categorical ranking are all configurable — not hardcoded. During onboarding, we map your rules into the system with your HR and civil service team.
All data is hosted in US-based data centers with encryption at rest (AES-256) and in transit (TLS 1.3). The platform is architected for CJIS compatibility (important for law enforcement hiring), SOC 2 Type II compliant, and working toward FedRAMP authorization. We support SSO/SAML 2.0 and role-based access controls.
SmartGov™ is in development with a planned launch in 2026. Early access agencies get priority onboarding, influence on feature development, and preferred contract terms. If your NeoGov contract is up for renewal in the next 12–18 months, now is the time to evaluate alternatives.
